In order to implement the New Energy Automobile Industry Development Plan (2021-2035) issued by the General Office of the State Council (Guo Ban Fa [2020] No.39), According to the Notice of the General Office of the Ministry of Industry and Information Technology on Launching the Pilot Work of New Energy Vehicle Switching Mode Application (No.248 [2021] of the Ministry of Industry and Information Technology) and the Jiangsu New Energy Vehicle Industry Development Plan (No.91 [2021] of Jiangsu Province) issued by the General Office of the provincial government, in order to promote the innovative development of new energy vehicle switching mode in our city, we will build a high-quality and sustainable power switching industry ecosystem.
I. Guiding ideology
Adhere to the guidance of Socialism with Chinese characteristics Thought of the Supreme Leader in the New Era, thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the previous plenary sessions of the 19th National Congress, actively promote the realization of the goal of "double carbon", explore the pilot promotion mode and path of the application of new energy vehicle power exchange mode, and accelerate the construction of power exchange infrastructure, innovate the commercial promotion mode of power exchange and the circulation system of battery assets, and improve the safety supervision mechanism of power exchange facilities through pilot projects in key areas such as engineering construction, industrial ports, leasing, logistics and transportation, and private driving.
Second, the work objectives
Nanjing has built a 100-billion-level new energy vehicle power exchange industry ecology, achieved remarkable results in attracting superior enterprises, and made great breakthroughs in key technical research. It has carried out application tests around key scenes such as engineering construction, industrial ports, leasing, logistics and transportation, private driving, etc., realized the commercial application of "vehicle-electricity separation", built a municipal new energy vehicle power exchange asset service platform, realized the circulation traceability and asset supervision of power batteries throughout their life cycle, and promoted the interconnection of similar power exchange vehicles, power batteries and power exchange stations. We will strive to promote 20,000 new energy-replacing vehicles in the fields of muck transport heavy trucks, container traction heavy trucks, logistics transport vehicles, urban public transport, taxis and private driving, and build 260 power-replacing stations in the fields of light and heavy trucks, urban public transport, taxis and private passenger cars, thus forming an interconnected power-replacing network system.
Third, key tasks
(1) Vigorously promote the application of new energy vehicles and electric vehicles.
1. Carry out the scene test of changing electricity for new energy vehicles in the public domain. Focusing on the actual demand of power exchange application in special scenes such as engineering construction, industrial port, logistics and transportation, taxi operation, etc. in our city, we entrust a third-party authoritative testing organization to carry out comprehensive testing, improve the safety and applicability of the whole power exchange vehicle, power battery, power exchange equipment and power exchange station, and realize the same power exchange vehicle in the same city. Explore the construction of five small engineering vehicles, logistics transport vehicles, concrete mixing vehicles, heavy construction machinery and other application scenarios of power exchange mode, encourage heavy trucks with national emission standards III and IV to be updated into new energy power exchange vehicles, and expand the promotion and demonstration of power exchange mode. 2. Promote the large-scale application of new energy replacement heavy trucks in public areas such as muck removal. Municipal state-owned enterprises such as the Municipal Urban Construction Group took the lead in setting up a muck transport company to purchase new energy replacement heavy trucks in bulk that meet the relevant technical requirements. The city’s new muck-operated vehicles will promote the use of new energy vehicles in principle. In the bidding projects of municipal engineering and government investment projects, extra points will be given to the use of new energy heavy trucks that meet the relevant technical requirements, and in other engineering bidding projects, the promotion of the use of new energy heavy trucks that meet the relevant technical requirements will be encouraged to carry out muck removal. Implement a green channel for the approval process such as the operation license of muck trucks with new power replacement heavy trucks. Under the premise of less potential safety hazards and road conditions, we will further open the road rights for new energy muck trucks and increase the law enforcement of road traffic violations. Construction sites that meet the conditions of continuous construction at night and all use heavy trucks for power exchange to carry out muck removal are not bound by the provisions on night construction permit control, and priority should be given to ensuring that all batches are approved. Encourage qualified areas to set up a special dumping ground for replacing electric muck trucks to meet the needs of operating enterprises. Strengthen the construction of green ports and green factories, strengthen the construction of application demonstration scenarios, and guide ports and high-emission enterprises to use new energy to replace heavy trucks with electric containers for internal dumping. Promote the construction of new energy and electricity exchange pilot demonstration projects in Lishui District. 3. Guide the pilot application of new energy vehicles in the taxi field. As an important way to replenish energy for new energy taxis, we will guide and encourage enterprises to replace new energy taxis by conducting application pilots. 4. Strengthen the promotion of new energy-exchanged passenger cars in the private sector. Adhere to market dominance, increase the support of consumption promotion policies, coordinate the layout of power exchange facilities in relevant industries, and promote the convenience of car use. (two) to speed up the power station, comprehensive energy supply station and other infrastructure layout construction.
5. Optimize the planning and layout of power station infrastructure. Incorporate the land for power station construction into the urban land space planning; Make full use of existing gas stations, filling stations, charging stations, parking lots and other layouts to change power stations; Improve the network layout of power exchange stations around the city’s ports, docks, stations and other transportation hubs. All districts (parks) provide essential support for the construction approval, operation management and other links of the power exchange station. 6. Promote the coordination between the power exchange station and the power grid. Incorporate the power access of power exchange station into the special planning of distribution network; Coordinate the transformation of the supporting power grid with power load capacity near the power exchange station, and provide the optimal power demand for the power exchange station in accordance with the procedures for receiving and installing cables, construction approval procedures and tolerance acceptance system stipulated in the Implementation Measures for Further Optimizing the Power Business Environment in Nanjing. Aiming at the application scenarios of engineering construction, industrial ports, logistics and transportation, leasing and private power exchange, we will speed up the construction of a multi-purpose and comprehensive energy station represented by "light storage, charging and releasing", and explore the "centralized charging and unified distribution" power exchange mode around the application of green electricity, so as to continuously improve the operating efficiency of the power exchange station. Combined with intelligent power exchange equipment, energy consumption data analysis and power system management, auxiliary functions such as two-way interactive frequency modulation/peak shaving between power exchange station and power grid are developed. (3) Improve the development level of the new energy exchange industry
7. Increase the introduction of new energy-for-electricity ecological enterprises. Adhere to the combination of "cultivating excellent, cultivating new and attracting strong", expand market players, build enterprise echelons and form network clusters. Support leading enterprises to enrich the product matrix of battery replacement vehicles, power batteries and equipment, and lead the industrial development. Encourage scientific and technological enterprises to focus on the key components of power exchange, and use new technologies and products to build innovative demonstration application scenarios; By the district (park) according to the development of enterprises to give rent subsidies, priority procurement, loan interest subsidies and other comprehensive support. Expand foreign investment around the fields of power battery, power exchange equipment, power exchange station construction and operation, build a power exchange industry system with strong leading power, complete support and high adhesion, and cultivate 4~5 new energy power exchange vehicle and power exchange equipment enterprises with domestic leading core technologies and strong global competitiveness; 2~3 large-scale power exchange operators with large-scale services have been added. 8. Promote integration and coordination of industrial resources. Promote the upstream and downstream enterprises in the power exchange industry chain to build a new type of "zero" cooperative relationship, and continuously improve their supporting integration capabilities, symbiotic development capabilities and comprehensive competitiveness. Encourage enterprises related to power exchange to actively explore the application of blockchain, 5G and big data in the field of power exchange, strengthen data collaboration and realize intelligent application. Further enhance the public service capabilities of industry associations, industry alliances and scientific research institutes, promote the synergy of various subjects of "Industry-University-Research" and improve the efficiency of resource allocation. (D) Actively build a city-level new energy vehicle power exchange ecology.
9. Innovate the battery asset circulation system. Focusing on public power exchange services, we will introduce various types of funds such as state-owned capital, banks, insurance and industrial capital, hold power exchange stations and power battery assets, promote the construction of power exchange asset service platforms, realize the circulation traceability and asset supervision of power batteries throughout their life cycle, and promote the interconnection of platforms of similar power exchange stations. Provide interconnected and diversified battery rental services for the city’s electric vehicle operating enterprises, improve the standard management, inspection and testing, circulation traceability and property insurance of power batteries, improve the compatibility and safety of power batteries, and ensure the efficient circulation of battery assets between different power stations and electric vehicles. 10. Build a new energy-for-electricity innovation consortium. Give further play to the advantages of science and education resources in our city, support key enterprises, scientific research institutes and testing institutions to form an ecological innovation consortium for power exchange, jointly carry out innovative work such as technical research, product research and development, and application scenario construction, continuously improve the sharing and opening level of innovation platforms, and promote the research and development, transformation and commercial application of forward-looking technologies and common technologies. Establish a three-way linkage system for the application subject of power exchange vehicle, the operation subject of power exchange station and the property subject of power battery. By innovating the power exchange business model, improving the power exchange service experience and expanding the power exchange application scenarios, the safety and reliability of new energy power exchange vehicles and power exchange batteries will be greatly improved, and major breakthroughs will be made in efficient, safe and intelligent power exchange equipment and systems, and new progress will be made in common technologies such as power exchange safety early warning and intelligent charging and discharging (V2G). 11. Actively explore the establishment of an ecological standard system for replacing electricity with new energy vehicles. Focus on the integration of new energy replacement vehicles, power battery and box locking device, replacement connector, replacement equipment, replacement safety early warning system, intelligent charging and discharging system (V2G) and other fields to carry out technical research, and continuously improve the independent research and development level and test and verification ability of integrated products and key components. Give comprehensive support to enterprises that undertake national and provincial technical research tasks and build new national and provincial engineering technology research centers, enterprise technology centers and engineering research centers. Encourage relevant scientific research institutions and advantageous enterprises to actively carry out the construction of power exchange standard system and strengthen the guidance of standards around the construction and operation of power exchange vehicles, power batteries, power exchange equipment and power exchange stations, combined with the comprehensive test results of power exchange scenarios in our city. 12. Actively carry out ecological replication and promotion of new energy exchange in Nanjing metropolitan area. Relying on the construction of the popularization and application system of power exchange mode in Nanjing metropolitan area, we will focus on logistics, transportation, leasing and private areas to carry out inter-city power exchange pilot projects, and build supporting power exchange stations by using high-speed service areas, gas stations and logistics parks between metropolitan areas to create a city-level power exchange operation system with strong demonstration and replication. Encourage eco-enterprises to carry out activities such as application promotion meeting of power exchange mode and promotion of power exchange vehicles, and enhance the visibility and market share of Nanjing brands through live broadcast and product exhibition. (5) Establish and improve the safety mechanism for replacing electricity with new energy vehicles.
13. Establish and improve the safety management mechanism for power exchange. In strict accordance with the "Management Measures for the Construction and Operation of Charging (Replacement) Facilities for New Energy Vehicles in Jiangsu Province", we will strengthen the safety supervision of the construction and operation of power exchange stations and strengthen the safety management of power consumption of power exchange stations. Electric power and energy, urban and rural construction, and fire departments shall, in combination with their responsibilities, strengthen the supervision and management of fire safety in supporting power supply, planning and construction, and power exchange places, establish a fire accident investigation and handling and traceability mechanism, and encourage the promotion of relevant safety liability insurance. We will implement the main responsibility for the safety of production enterprises of power-changing vehicles, batteries and power-changing facilities, promote the establishment of an acceptance system for operators of power-changing equipment product quality certification, implement the safety responsibility of construction, design, construction and supervision units of power-changing stations, strengthen the safety management of power-changing facilities, and timely discover and eliminate potential safety hazards. (The people’s governments of all districts, the administrative committees of Jiangbei New District and national development zones shall implement the responsibility of territorial safety supervision, and the Municipal Development and Reform Commission, the Municipal Urban and Rural Construction Commission, the Municipal Urban Management Bureau, the Municipal Market Supervision Administration, the Municipal Transportation Bureau, the Municipal Emergency Management Bureau, the Municipal Fire Rescue Detachment, the Municipal Bureau of Industry and Information Technology, and the Municipal Power Supply Company shall be responsible according to their respective responsibilities.)
14. Improve the municipal power exchange operation platform. Monitor, collect and store the data of power station, and provide data support for the standardization and scientific level of safety supervision of power station. Accelerate the data integration between the power exchange operation supervision platform and the new energy vehicle monitoring platform, explore the construction of an integrated supervision system for stations, and regularly publish the operation of power exchange infrastructure. (six) increase the financial support for the pilot mode of power exchange.
15. Encourage the production and promotion of new energy-for-electricity models. Make overall arrangements for special funds to support the development of new energy vehicle battery replacement models, enrich the product matrix, and expand the trial range of battery replacement models. For the whole vehicle enterprises that release new energy-for-electricity models and put them into production, the output value and sales volume will be comprehensively considered, and the maximum reward for each electric-for-electricity model will not exceed 10 million yuan. Nanjing enterprises that go to domestic cities to carry out power exchange promotion activities during the pilot construction period will be subsidized for activities, with an annual subsidy ceiling of 500,000 yuan for each enterprise. 16. Guide the multi-scene application of new energy-changing vehicles. Strengthen the fund-oriented function. For the heavy-duty trucks that meet the requirements of the same city interchange in Nanjing, the annual operating mileage of the vehicles will reach 30,000 kilometers, and the vehicle manufacturers will be given a subsidy of 100,000 yuan per year for three consecutive years. If the vehicle manufacturer sells more than 100 electric taxis to a single taxi operator in this city, and the sold models meet the requirements of the same city exchange, and the vehicles are operated in this city, the vehicle manufacturer will be given a one-time subsidy of 10,000 yuan/vehicle. 17. Support the construction and operation of various power exchange stations. Accelerate the construction of power exchange stations in the public domain and the promotion of power exchange services, and give 0.15 yuan/kWh electricity subsidy for public domain new energy exchange stations that meet the requirements of the same city exchange and access to the municipal supervision platform for three consecutive years. At the same time, for the power exchange stations that meet the requirements of the same city and access to the municipal supervision platform, the vehicle service promotion subsidy will be given for three consecutive years according to the situation of the vehicles that are used for power exchange. Among them, the heavy truck power exchange station will be given the 750 yuan/kW power exchange service subsidy according to the rated power of the charging module, and the maximum subsidy for a single station will not exceed 1.5 million yuan, which will be distributed in three years; According to the rated power of charging module, 500 yuan/kW power exchange service subsidy will be given to the taxi power exchange station, and the maximum subsidy for a single station will not exceed 500,000 yuan, and the construction subsidy will be distributed in three years. Fourth, safeguard measures
(1) Strengthen overall planning of work. Set up a special class for the pilot application of power exchange mode in Nanjing, with the main leaders of the municipal government as the main leaders, in charge of the city leaders as the general convener of the special class, responsible for the overall scheduling of the work of the special class, and the office of the special class is located in the Municipal Bureau of Industry and Information Technology, responsible for the daily work of the special class and the coordination and linkage of all member units. Establish and improve the monthly scheduling mechanism for special work classes, and the lead departments in relevant fields such as the Municipal Urban Management Bureau and the Municipal Transportation Bureau shall formulate the annual promotion plan for new energy exchange trams (stations) and report the progress of relevant objectives and tasks on a monthly basis. All departments and districts (development zones) should increase the promotion of the power exchange mode, implement relevant responsibilities, strengthen publicity and guidance, and form a joint effort.
(2) Strengthen financial guarantee. Strengthen financial guarantee and urban overall planning. The financial subsidy funds involved in the pilot project of power exchange shall be paid by the municipal financial funds except "reward for putting new vehicle models into production" and "encouraging vehicle companies to carry out power exchange promotion". The "power subsidy for new energy power exchange stations in the public domain" and "vehicle service promotion subsidy for power exchange stations in the public domain" shall be implemented according to the proportion of urban financial sharing subsidies for the construction and operation of charging facilities, and the rest subsidy terms shall be shared by the municipal finance and the finance of the district where the vehicle is produced. At the urban level, it is necessary to ensure the matching of supporting policies and funds, improve the policy performance evaluation system, link the performance evaluation results with budget arrangements and fund adjustment, further optimize the allocation of financial resources, and improve the efficiency of fund use.
(3) Innovative financial services. Guide financial institutions to provide financing services in the production, consumption and operation of the "separation of vehicles and electricity" model of new energy vehicles. Encourage policy guarantee companies and all kinds of social capital to actively support the project incubation, technology research and development and industrial transformation of science and technology enterprises related to the new energy exchange mode. Encourage insurance companies to provide a complete set of risk transfer solutions for the power exchange mode and develop exclusive insurance products based on "separation of vehicles and electricity".
(4) Explore the incentive mechanism for green development. Explore the establishment of corporate carbon accounts, and issue carbon vouchers to deduct the purchase of new energy vehicles. Improve the low-carbon travel platform, explore the establishment of carbon reduction calculation methodology, and provide green bonus points and green financial services to enterprises producing and operating new energy electric vehicles. Promote the establishment of a voluntary emission reduction certification trading mechanism in the Yangtze River Delta region, and guide relevant enterprises to obtain carbon benefits.
(five) to carry out policy evaluation. Establish a third-party evaluation mechanism, evaluate the pilot construction of power exchange mode application in the previous year at the end of March every year, sort out the application of power exchange vehicles and the construction and operation of power exchange stations, and form an annual evaluation report. According to the evaluation report, the relevant policies of the implementation plan are dynamically adjusted.
This scheme will be implemented as of the date of issuance and will be valid until December 31, 2023 (during the pilot period, it will meet the subsidy project of "guiding multi-scenario application of new energy power exchange vehicles" and "supporting the construction and operation of various power exchange stations", and the continuous subsidies will continue to be honored after the pilot period). This scheme involves financial support policies, and the total amount is controlled according to the annual budget.

Municipal Public Security Bureau: Open the right of way for new energy-changing muck trucks, and increase the enforcement of overloading, traffic restriction and camp restriction of fuel-burning muck trucks.
Municipal Finance Bureau: responsible for the implementation of the relevant policies and financial guarantee for the power exchange pilot.
Municipal Bureau of Planning and Natural Resources: Do a good job in land management, construction approval, planning and layout of power stations.
Municipal Bureau of Ecology and Environment: Responsible for the construction sites that meet the conditions of continuous construction at night and all use heavy trucks to carry out muck removal, which are not bound by the night construction permit control regulations, giving priority to protection and should be approved in full.
Municipal Urban and Rural Construction Committee: cooperate with the management work related to the examination and approval of power exchange station construction; Do a good job in the promotion and application of electric vehicles in engineering applications and other scenarios.
Municipal Transportation Bureau: cooperate with the planning and layout optimization of power station infrastructure, and improve the monitoring platform for power exchange operation of municipal new energy vehicles; Take the lead in the promotion of new energy electric vehicles in rental, port and other scenes; Guide and promote the operation of various power stations; Promote the expansion of the charging station and change the power station; In conjunction with the Municipal Finance Bureau, it is responsible for the implementation of the subsidy policy for power station operation.
