　　Reporter Fang Liang Qi Wang reported that on October 20th, Hao Peng, secretary of the Liaoning Provincial Party Committee and director of the Standing Committee of the Provincial People’s Congress, met with Andrei Vorobev, governor of Moscow State, and his party who came to China to attend the third Belt and Road International Cooperation Summit Forum.

　　On behalf of the Liaoning Provincial Party Committee and the provincial government, Hao Peng welcomed Vorobev’s delegation. He pointed out that in March this year, the Supreme Leader paid a state visit to Russia, signed a joint statement with President Putin, and drew a new blueprint for Sino-Russian cooperation. Recently, the Chairman of the Supreme Leader held talks with President Putin who attended the third "Belt and Road" international cooperation summit forum. The two heads of state reached broad consensus on promoting the high-quality development of pragmatic cooperation between China and Russia, actively exploring cooperation in strategic emerging industries, and holding more colorful cultural exchange activities, which provided a fundamental basis for consolidating the traditional friendship between China and Russia and further deepening cooperation.

　　Hao Peng said that a few days ago, I led a friendly economic and trade delegation from Liaoning Province to Russia for a friendly visit. During my stay in Moscow, we were deeply impressed by Moscow’s active economic development, perfect infrastructure, developed public transportation and profound cultural heritage, showing the charm and vitality of an international and modern metropolis. China and Russia have a deep source of cooperation. In recent years, the cooperation between the two sides in economy, trade, projects, regions and cultural exchanges has achieved a series of gratifying results. Local cooperation is an important part of pragmatic cooperation between China and Russia. Moscow is the seat of Moscow, the capital of Russia, and the political, economic and cultural center of the country. Its finance, commerce and industry are very developed, its transportation and infrastructure conditions are superior, and it has rich historical and cultural heritage. Liaoning is located in the core area of Northeast Asia Economic Circle, with obvious geographical advantages, strong industrial base, rich scientific and educational resources and profound historical background. It is an important modern industrial base in China, and both sides have a strong willingness to cooperate and a broad space for cooperation. It is hoped that the two sides will work together to fully implement the important consensus reached by the two heads of state, give full play to their advantages, deepen cooperation in economic and trade exchanges and humanities exchanges, realize all-round resource sharing and complementary advantages at multiple levels and in various fields, and jointly write a new chapter of win-win cooperation. It is hoped that Moscow will continue to expand its economic and trade exchanges with Liaoning, constantly promote the investment layout of enterprises in Liaoning, and strive to build a distribution center for import and export commodities and a source of investment information between China and Russia; Strengthen the interconnection of infrastructure, and promote the opening of more trains between Shenyang Central Europe Train Assembly Center and Berelast Logistics Center;Support the opening of two-way direct flights and air cargo routes. Liaoning is willing to give full play to its comparative advantages and carry out in-depth cooperation with Moscow State in sea-rail combined transport and land-port combined transport, information technology, visualization technology and big data analysis, CNC machine tool manufacturing, high-end medical equipment manufacturing, and education, art, sports and culture. It is hoped that the two sides will establish and improve a long-term communication and liaison mechanism, set up special work classes, and instruct special personnel to promote the implementation of agreed matters and work together to create a new model of Sino-Russian local cooperation.

He said that the current Russian-Chinese exchanges and cooperation are facing many new opportunities, and it is of great significance to deepen Russian-Chinese local cooperation. During this visit to Liaoning, I got an all-round understanding of the economic and social development in Liaoning, and also deeply felt that Moscow State and Liaoning have great potential and bright prospects for deepening cooperation. Moscow State is willing to strengthen communication and exchanges with Liaoning in the fields of economy, trade and humanities, and promote cooperation and development, especially in container transportation, high-tech industries, machinery manufacturing, biomedical industries and so on.
